Thomas J. Topolski is Executive Vice President responsible for Critical Infrastructure global business development and strategy. Parsons is a digitally enabled solution provider in the Infrastructure, Defense & Security Markets with over 15,000 employees and top line revenues exceeding $3 billion.

Parsons Infrastructure is a globally recognized design-build integrated delivery firm that deploys solutions-oriented technology in all aspects of infrastructure delivery from design to construction to asset management.

Tom has almost 35 years of experience in the engineering and construction industry, including 21 years of international experience. During his tenure with Parsons, Tom was responsible for International Capital Programs where he managed the operational and financial performance of company’s international transportation operations extending from Europe to Asia Pacific. Managed a multicultural team of engineers, planners and administrative staff with responsibilities including government and client relations, contract negotiation and compliance, staffing and administrative functions. Later Tom managed Capital Programs East, which included operations generally east of the Mississippi River. During his career, Tom has contributed to some of Parsons’ most recognizable successes, including the project development of the Inter County Connector (ICC) contracts A and B and the Autoroute A-25 in Montreal. Tom obtained his Bachelor of Science in Urban Regional Analysis and Planning at the State University College of New York at Buffalo and a Master of Urban Planning at New York University. He has also completed advanced management programs at the University of Pennsylvania, The Wharton School and the Pennsylvania State University, Smeal College of Business. Tom is Vice Chairman on the International Road Federation Board of Directors. He is also a Certified Compliance and Ethics Professional and a Certified Planner with the American Planning Association.
